Mohammed Kumalia is a lawyer with over three (3) decades experience with specialization in Public Private Partnerships, Legislative Drafting, Commercial and Business Transactions.

He obtained his PPP specialization at the Institute of Public Private Partnership (IP3), Virginia USA in 2012 and his Legislative Drafting expertise at the Royal Institute of Public Administration, (RIPA), United Kingdom in 1992. His work as a pioneer Director of the Nigeria Bulk Electricity Trading Company (NBET)between 2011 to 2015 has equipped him with experience in the Legal and Regulatory framework of the electricity industry.

As a legal and Legislative/draftsman, Kumalia has developed Concession Agreements and Contracts, Mortgages, Deed of Assignments and Power of Attorney for several landmark projects.

As a PPP Specialist, Kumalia has worked as a Transaction Adviser on some projects in various  sectors.

In the transportation sector, Kumalia has prepared transaction documents such as Outline Business Case (OBC), Full Business Case (FBC) and undertaken Legal Due Diligence for important projects. Some of the interesting projects worked on include:

• Deep Sea and Inland Dry Ports in Ondo
• Ibadan and Kano and Truck Transit Parks in Aviele, Benin City
• Development of Mechanic villages illela, Sokoto.
